Appointment Type: Permanent Exempt. Per CSC Rule 114, Article VIII, Sec. 114.44: “Any person occupying a position under exempt appointment shall not be subject to civil service selection, appointment, and removal procedures and shall serve at the pleasure of the appointing officer.”

Position Description:
The 1649 Accountant Intern Program allows incumbents to develop professional competence as journey level accountants while working under the guidance and supervision of fully trained professional accountants. Accountant Interns initially perform staff level accounting tasks in the Controller’s Office and other departments. Assigned duties increase in scope and difficulty as the Accountant Intern demonstrates skill in performing moderately complex accounting duties. Work is evaluated on the basis of progress in the Accountant Intern Program, which includes but is not limited to Accounting, written and oral communication, computer proficiency, and human relations ability. Interns work with increased independence as professional competence is demonstrated. Current City employees who are selected to be in the Accountant Intern Program may receive an assignment in which to complete the Accountant Intern Program rather than appointments to Class 1649. The equivalent of eighteen (18) months of experience spanning a variety of accounting assignments in Class 1649 is required for advancement to Class 1652. Successful completion of the 1649 Accountant Intern Program qualifies the incumbent to participate in the selection process for class 1652 Accountant II. Failure to demonstrate professional competency, or the inability to complete the Accountant Intern Program, will result in dismissal from employment for employees in Class 1649 or cancellation of an assignment in Class 1649 for permanent city employees who have assignments to the Accountant Intern Program.

Essential functions include but are not limited to the following: records and processes a variety of accounting data into computerized accounting systems; analyzes transactions to insure proper recordation; prepares and maintains expenditures and budgetary control accounts; prepares reports on status of such accounts; maintains accounting records relative to payroll accounts, processes rate changes and payroll deductions; distributes personnel service costs to appropriate accounts; assists in the maintenance of accounting systems; reconciles internal departmental records with Controller’s and other agency reports; processes and clears encumbrance documents and vendor payment documents, assists in external reporting assignments as assigned. The incumbent must be able to communicate all phases of the Accounting Cycle to a variety of audiences clearly, effectively and will also perform related duties as assigned. Overtime may be required. Assignment locations may vary throughout the program.

Minimum Qualifications:
Possession of a baccalaureate degree from an accredited college or university WITH twelve (12) semester units or eighteen (18) quarter units of coursework in accounting at time of appointment. We will NOT accept any related coursework (e.g. finance, economics and math courses).

Desirable Qualifications:

1. Two (2) years or professional accounting work experience which includes analysis or problem solving.
2. Proficient knowledge using personal computers and ability to learn various computer programs.
3. Ability to establish, promote and maintain professional, cooperative-working relationships with those contacted in the course of work.
4. Ability to communicate to a variety of audiences clearly, effectively orally and in writing.

Selection Procedure:
The examination process consists of the following two components:
I. Written Examination: Candidates will be tested to determine relative knowledge, skill and ability levels in job-related areas, including but not limited to: knowledge of accounting principles (including government accounting) and practices, mathematical ability and ability to analyze data. Admittance to previous examination administrations is no guarantee of admittance to the current process. Candidates who participate in the written exam are not guaranteed advancement to the next phase of selection.

II. Oral Interviews/Performance Exercise: Qualified candidates who receive a passing score in the written examination may be invited for Oral/Performance interviews. Candidates will be tested on Ability to Use Personal Computers (including Microsoft Excel and Word), Written Communication Skills and Oral Communication Skills. Candidates will be evaluated by the Steering Committee and determine who will be accepted in the program.

Advancement to 1652 Accountant II: After successful completion of 1649 Accountant Intern Program, qualified candidates may apply to participate in the selection process for Class 1652 Accountant II. Promotion to Class 1652 Accountant II is not automatic and may be affected by the availability of open requisitions or other factors.

Verification:
Verification of education in the form of a college transcript must be submitted with the application. Unofficial transcripts are acceptable. Include all transcripts from the colleges you have attended (i.e. junior colleges and universities). Course descriptions may be requested. Applicants who possess a degree that is from a foreign college or university will be required to provide an equivalency certification of the degree. Equivalency certifications and all transcripts must be submitted by July 1, 2010 in order to move forward in the process. Verification may be waived if impossible to obtain. The applicant must submit a signed statement explaining why verification cannot be obtained. Waiver requests will be considered on a case-by-case basis. Admittance to previous examination administrations is no guarantee of admittance to the current process. Failure to submit verification of education will result in rejection of your application.

DISASTER SERVICE WORKERS
